lavc: Add wrapped_avframe decoder

Intended for use with hardware frames for which rawvideo is not
sufficient.  Requires the trusted packet flag to be set - decoding
fails if not to avoid security issues (the wrapped AVFrame can
contain pointers to arbitrary data).
